Staff Analysis of the Legislation
The latest House substitute to this bill (LC39 0951S) restores voting privileges to the executive director of GRTA, but only until 2017. In addition to other operational changes, it eliminates the 1/2% tax option for new MARTA counties and will require them to levy the MARTA tax at 1%.
